It is worth noting you will need to buy thePhantom LibertyDLC before you may access Dogtown. After purchasing the DLC, you must start a new save or from a save point until the “Transmission” gig. Once that is taken care of, follow these steps to enter Dogtown:

After getting into Dogtown, you must complete a few missions before you can leave or enter the district again, like rescuing the president and finding Solomon Reed. Additionally, You can’t enter or exit Dogtown if you are wanted by the police.

While Dogtown is not a massive area, there is a lot to do. The district is littered with activities like side gigs,Militech Crates, Militech Data Terminals, and more. Rest assured, the DLC will meet and exceed your expectations at every turn. It may not be as bright and attractive as Night City, but it will certainly keep players busy with plenty of content.
